Yes. Counting is free and needs no account. You pay only if you buy the list, and you see the price first.

Is a list of property owners public record in Ohio?

Yes. Each Ohio county Auditor keeps the owner's name and the address the tax bill goes to, and Ohio's public records law (Ohio Revised Code 149.43) opens those records to anyone.

Can I get just one ZIP code?

Yes. Pick one ZIP code, town, township or school district. You see the exact count and price before you pay, and you pay only for that area. Every list is at least $5.
